They might have been left over from Survival. It's strange because I've only seen those and not ads for dancing. Maybe the people who made them forgot to take them down?

they stay in the rotation until they get the number of clicks they were (1k, 10k, etc). I just click on 'em when I see them to help them along.

You pay for billboards by impressions not clicks. It doesn't matter how many clicks a billboard gets, it will expire once it runs out of impressions (impressions = how many times it shows up).

For example, I bought one for Masquerade and paid for 5,000 impressions. That means it will show up 5,000 times and then will stop showing (no matter how many times it was clicked on).

The Survival/Kiss ones have impressions left and the users have not taken them down (you can stop your billboard before it runs out of impressions).

Does ending it prematurely just toss out the remaining impressions? I'm under the... er... impression that you don't get a refund or a partially-used billboard returned to you, like a partially used battery.

No, you just pause it. It can be paused indefinitely and keeps remaining impressions.
